The eighth payment commission, which will recommend reviews for the salaries and pensions of the employees of the central government, has been approved by the Cabinet of the Union and is likely to be implemented next year. The Government will decide the recommendations after the payment panel present its suggestions to the center. Currently, the salary structure for central employees follows the recommendations of the seventh payment commission that entered into force in 2016. Salary reviews will now depend on the “conditioning factor”, a multiplier that applies to the current basic payment.
What is the adjustment factor?
The adjustment factor is a crucial indicator that serves as a multiplication coefficient that decides how much salaries should be adjusted according to the recommendations of the payment panel. With the adjustment factor in 2.57 under the seventh payment commission, wages at level 1 increased from RS 7,000 (under the sixth payment commission) to RS 18,000 in 2016.
This, however, was not the salary to take home for employees. When the assignment of meat (DA), the house rental of the house (HRA) and the transport assignment, in addition to other benefits, were added to 18,000 basic salaries, the total salary was at RS 36,020 under the 7th commission of payments.
The reports suggest that the adjustment factor could increase to 2.86, which will increase the basic salary at level 1 of RS 18,000 to RS 51,480. Consequently, at the 10 levels, employees will see a review in salaries and pensions.

- In Level 3The basic payment of RS 21,700 is expected to rise to RS 62,062, an increase of RS 40,362. Agents and qualified personnel in the police or public services are included under this level.
- In Level 4which includes according to grade D and Junior employees, it is likely that the basic payment of RS 25,500 increases to RS 72,930, an increase of RS 47,430.
- In Level 5The basic payment of RS 29,200 is likely to be reviewed at RS 83,512, an increase of RS 54,312. Higher employees and higher level technical staff are included in this category.
- In Level 6It is likely that the basic payment of RS 35,400 be reviewed at RS 1,01,244, an increase of RS 65,844. The positions of inspectors and sub -inspectors enter this category.
- In Level 7which includes superintendents, section officers and engineers assistants, the basic payment of RS 44,900 is expected to rise to RS 1,28,414, an increase of RS 83,514.
- In Level 8It is likely that the basic payment of RS 47,600 rises to RS 1,36,136, an increase of RS 88,536. Senior section officers and audit attendees officers enter this category.
- In Level 9The basic salary of RS 53,100 is expected to increase to RS 1,51,866, an increase of RS 98,766. This level includes the positions of police deputy police and account officers.
- In Level 10which includes Group A officers, such as the entry level officers in civil services, it is likely that the basic payment of RS 56,100 rises to RS 1,60,446, an increase of RS 1,04,346.
