Fixed line users must soon mark a complete number of 10 digits, even for local calls, if the Government accepts the suggestion made by the Telecommunications Regulatory Authority of India (Trai). It has proposed a new numbering system that would eradicate the STD code system that currently prevails in the country. This movement would release unused telephone numbers, since the numbers would be assigned according to a telecommunications circle or state level.

The regulator has proposed a change of the current system based on STD to a 10 -digit system based on license service areas (LSA). It is a system that will be implemented so that you can address the long -term problems of the scarcity of telephone numbers but with a minimal dislocation. A LSA would generally mean a large area, for example, a state or a large city.

Trai recommended that to implement the 10 -digit closed numbering scheme based on LSA for fixed -line services subscribers, they will have to mark all the fixed line calls to the fixed line calls using a prefix of ‘0’, followed by the SDCA (short (short load area) or STD code and subscriber number.

“Even local calls within the same SDCA will be marked using an ‘0’ prefix, followed by the SDCA code and the subscriber number,” the regulator recommended.

Despite the new numbering scheme for fixed phones, Trai has given the subscribers peace of mind.

There are no changes in existing numbers:

Your phone number will remain the same, without the need to worry about updating your contacts. The Telecom Department has been advised to give telecommunications operators six months to implement the new system to guarantee a launch without problems of the new system.

Regarding the deactivated numbers, Trai has proposed a more considered approach. Relaxed deactivation rules: mobile and fixed line connections are not deactivated up to 90 days after the non -use period expires. Even then, connections that remain inactive will only be deactivated after 365 days. These recommendations aim to simplify the fixed line numbering system and guarantee a better use of telephone number resources.

Trai recommended that service providers not be reused that there are no mobile or fixed line connections due to the lack of use of service providers until the expiration of a minimum period of 90 days from the date of deactivation.

In the event that a mobile or fixed line connection has been deactivated/disconnected for reasons other than lack of use, such as surrender or disconnection by the client or telecommunications operators, telecommunications operators will only reuse connections only after the expiration of a minimum period of 180 days from the date of deactivation or disconnection.

In the consultation document, Trai was exploring the option to penalize or load for the assignment of numerical resources. The regulator, in its recommendations, has eliminated these options.

“No additional charge or financial discouragement has been recommended for the numbering of resources at this stage,” said Trai.

The regulator has said that the DOT must monitor the annual use of numbering resources assigned to telecommunications operators and, if necessary, can withdraw the unused numbering resources.

Trai has reiterated that the DOT must quickly implement the call name display system that regular telecommunications networks and IP -based calling systems that companies generally use the companies to call their companies to call their companies to call their companies to call their customers.
