The Department of Health and Family Welfare of the District slapped a fine of ₹ 1 Lakh and sealed a divestment center located in Bellandur on Monday by the orders of the State Human Rights Commission (SHRC), which conducted a detailed investigation into the alleged torture and inhuman the practice was given to a 45 -year -old rapporteur who was admitted there.

The victim was admitted at the Nava Jeevana Foundation by her family in 2022.

Sources in the SHRC said the investigation revealed that, although the victim was fine, he was sent to the center due to a real estate dispute between his family and relatives. The victim claimed that he was tortured and assaulted every day under the pretext of the treatment and that he was not even allowed to meet his friends.

The victim somehow managed to file a complaint with the SHRC who seeks help and detailing the terrible experience he was going through. Based on the complaint, a delegation of SHRC officials led by the Deputy Police Superintendent, Sudhir Hedge, raided the center and presented a detailed report.

According to the report, the SHRC recommended that the deputy commissioner of the district of Bengaluru (urban) to initiate the necessary action. The DC established a team that includes three doctors, who visited the center, conducted a detailed investigation and a recommended action under the Karnataka Private Medical Establishment Law.

The department, with the knowledge of the report, slapped a fine of ₹ 1 Lakh in the center, and sealed it. .

SHRC sources said the rehabilitation center had 82 inmates housed in an area of ​​2400 square feet with 20 beds, five bathrooms and three bathrooms.

The rest of the inmates slept on the floor and were forced to do all kinds of work, such as cooking, cleaning and other servile works that are against the rules, the sources added.

According to the license condition, each rehabilitation center must accommodate a maximum of 40 inmates. You must have a bath for each inmate and separate beds with doctors and psychiatrists who visit every day.

According to the source, due to the lucrative businesses and lagoons in the system, the rehabilitation centers are in fungi in the city. The sources said there are around 200 rehabilitation centers in Bengaluru and its surroundings, mostly owned by entrepreneurs and real estate agents and that some of them charge ₹ 2,000 per inmate per day.

“Although they have obtained a license, they blatantly violate the license conditions due to the lack of monitoring,” added the source.

“It is ironic that families knowingly or, without knowing it, admit to their members to receive treatment only to be physically tortured and mentally harassed in the attire of treatment, which is a serious violation of human rights. There are cases in which inmates have died due to harassment and torture in the recent past, and the police will investigate only crime and ignore the aspects of violation of human rights, “said the source, adding that the people who have Suffered due to little ethical rehabilitation centers may complain with SHRC for respite.
