The Union Cabinet has on Wednesday (March 19, 2025) revised the Rashtriya Gokul Mission (RGM) with a total outlay of ₹3,400 crore. Announcing the decision, Union Information and Broadcasting Minister Ashwini Vaishnaw said the move will boost growth in livestock sector in the country. The additional outlay for the scheme as the component of Union Government for a period between 2021-22 to 2025-26 will be ₹1,000 crore.

Mr. Vaishnaw said the Cabinet has added two new activities into the RGM such as one-time assistance of 35% of the capital cost for establishment of Heifer Rearing Centres and encouraging farmers to purchase high genetic merit. The Centre will assist implementing agencies for creating of 30 housing facilities having total 15,000 heifers and farmers can avail 3% interest subvention on loan taken from milk unions/financial institutions/banks for providing In vitro fertilisation (IVF) to their cows. “This will help in systemic induction of high yielding breeds,” the Union Animal Husbandry Ministry said in a statement after the meeting of Cabinet.

The scheme is for continuation of ongoing activities of the RGM like strengthening of semen stations, artificial insemination network, implementation of bull production programme and accelerated breed improvement programme using sex sorted semen. “With the implementation of the RGM and other efforts of the Government, milk production has increased by 63.55% in the last ten years, along with the availability of milk per person, which was 307 grams per day in 2013-14, has increased to 471 grams per day in 2023-24. Productivity has also increased by 26.34% in the last ten years,” the Centre’s statement added.
