Opinion: Opinion | As India-China approaches, who conducts the ‘narrative’?

India’s Foreign Secretary Vikram Misri was recently in China on a two -day trip to discuss the future course of bilateral relations between the two countries, after an initiative of both nations to normalize the ties after a military confrontation that covers almost four years.

A lot of measures

The relations between the two nations tightened after Beijing tried to change the status quo unilaterally along the real control line (LAC) in 2020, which resulted in the death of soldiers on both sides. In response to the military coercion of China and the troops accumulated along the border, New Delhi responded by adopting a strict position, that peace and tranquility along the limit would decide the general relationship. This approach required the interactions of observation of trade, technology and civil society of a national security lens.

Consequently, almost 300 Chinese mobile applications were prohibited, direct flights were stopped between India and China, strict curbs were imposed on visas for Chinese citizens and educational cooperation between universities was reviewed. In October 2024, both nations finished the patrol agreements for friction points in East Ladakh, after which Prime Minister Narendra Modi and Chinese President Xi Jinping met at the BRICS Summit in Russia. This resumption of high -level commitment has been followed by regular meetings in the hierarchy to draw the future direction.

Focus on trade, economy and people

Since the disconnection has been completed and the resumption of patrolling according to the respective perceptions of the border, the approach has changed to aspects such as the economic commitment and the ties of people to people, who had been in a deep freezing.

The restart of the Mechanism of Special Representatives (SRS), which had the task of resolving the limit issue from a political perspective under an agreement in 2003, is a welcome movement. In addition, the Indian reading of the trip of Misri establishes that the pilgrimage to Kailash Mansarovar in the Tibet will resume this year. The meeting of the expert panel has been advanced to confer the resumption of hydrological data and cooperation in transnational rivers. The interactions between the media and the Think Tanks are ready to resume. The way to restart direct air services between the two countries is also clearing. There is also a momentum to address the problems related to economy and commerce.

Not everything is fine

However, there are several challenges and eclipse the relationship.

First, while the disconnection has been completed, the armament gathered along the border during the confrontation remains in place. This raises the possibility that disconnection has been a tactical movement for the Chinese. Before the Indian Army Day, the head of the Army staff general, Urendra, Dwivedi, warned that although the conditions in eastern Ladakh were stable but sensitive, both armies were locked in a “degree of confrontation.”

Secondly, in previous rounds in 2022, the disconnection was achieved at some points after creating non -patrol areas. While this was supposed to be a temporary measure, there is no clarity about how long these areas of not going for both military will continue.

Finally, while military tensions have fallen, the strategic war strategy and weapons of natural resources continue. Beijing recently announced plans to forge two counties, which subsume a part of the Ladakh territory, in Hotan prefecture of the province of Xinjiang. It is also building the world’s largest hydroelectric project on the Yarlung Zangbo River in Tibet (called Brahmaputra after it enters Arunachal Pradesh). New Delhi has transmitted his concerns to Beijing in both developments through diplomatic channels.

Narrative games

This leads us to the theme of trust and peace. When going further, it is likely that the use of China’s unconventional media to obtain influence on India is to unite the tone in the search for an agreement. Nueva Delhi needs to pay close attention to the stories that emanate from Beijing’s strategic class. His notion is that India is reconciling with China from a vulnerability position. Secondly, they believe that India’s dinner to impose restrictions on Chinese corporations was damaging the Indian economy more. This feeling has been reinforced since the economic survey of the Ministry of Finance 2023-24 presented a case to invite Chinese capital and integrate into international value chains directed by Chinese. Finally, there are assumptions in Beijing that there is a degree of strategic distrust between the United States and India in the light of recent clashes on Pannun and Nijjar cases, and that this could force New Delhi to look towards China.

While Xi’s bet for re -drawing the limits may have failed, it is unlikely that China will cease to rummage into delicate issues through all those unconventional media, and this can prove the caution of New Delhi.
