Bayrou warns to use article 49.3
Bayrou warned that it will use a constitutional tool known as article 49.3, which allows the government of France to approve legislation without a parliamentary vote. However, it remains exposed to trusted movements.
French legislators will discuss the conclusions of a joint parliamentary committee on the state budget on Monday. Later this week, they will focus their attention on the Social Security budget.
“Now we have to go directly to adoption,” Bayrou said. “A country like ours cannot be without a budget. The only way to do it is to hold the government responsible. “
After the elections in June that did not offer a clear majority, the fear of closing is coming in the context of a fractured National Assembly.
Macron turned to Barnier to navigate the impasse
At the beginning of September, the French president, Emmanuel Macron, asked Barnier to navigate the dead point on the budget. However, Barnier’s budget, which proposed to reduce 40 billion euros (USD 42 billion) in expenses and increase taxes by 20 billion euros, only exacerbated the situation.
To seek more stability for his minority government, Bayrou announced in January that he was open to renegotiate a disputed plan that increases retirement age from 62 to 64.
The government reviewed plans for the budget that aim to limit the France deficit to 5.4 percent of the gross domestic product this year have also addressed the concerns of opposition legislators. The Joint Committee has maintained an additional tax on large companies while increasing a tax on financial transactions. In addition, Bayrou had his commitment not to reduce 4,000 jobs in national education, a measure that had been previously planned.
