CBI registers three cases to probe Sports City projects ‘scam’ in Noida

The Central Bureau of Investigation has registered three cases following the Allahabad High Court directives to probe an alleged conspiracy between unknown Noida Authority officials and the builders involved in the allotment, development, and sanction of Sports City projects during 2011-14. The suspected loss to the State exchequer is almost ₹9,000 crore.

In the first case, the agency has named Logix Infra Developers Private Limited, Shakti Nath (director), Meena Nath (director), Vikram Nath (director), besides unknown persons, including Noida Authority officials.

As per the First Information Report, a contract was awarded to the highest bidder — a consortium of companies led by Logix Infra Developers — in May 2011 for the development of a Sports City in Noida Sector 150.

The second case has named Lotus Green Constructions Private Limited, Nirmal Singh (director), Vidus Bharadwaj (director), Surpreet Singh Suri (director), and unknown persons, including Noida Authority officials. It pertains to the development of a sports city in Noida Sector 150.

In the third case pertaining to the development of a Sports City project in Sector 78-79 in Noida, the agency has named Xanadu Estates Private Limited, Nirmal Singh (director), Vidus Bharadwaj (director), Surpreet Singh Suri (director), unknown Noida Authority officials and others.

In its order, the High Court observed that after the allotment of the projects, time and again the related conditions were breached by the allotees/sub-leasees, allegedly in connivance with Noida Authority officials. “The entire process of development of the Sports City, including conceiving the scheme, allotment, execution of the lease deed, sanction of map, and implementation of the Sports City smacks of fraud and corruption,” it said.

The court also observed that no remedial measures had been taken by the Authority and the State government against delinquent officials, even after the Comptroller and Auditor General had point out the alleged scam in the audit report.
