The Greater Hyderabad Municipal Corporation (GHMC) has improved its surveillance against the unauthorized discharge of construction debris in public places, and has begun to impose strong sanctions on offenders.
During the last three months, the Corporation has increased approximately ₹ 42.21 Lakh through sanctions against illegal dumping of construction and demolition waste (C&D waste) in several circles.
About 1,158 dumping points have been identified until the end of January of this year, among which in 762 cases, the offenders have been identified and the sanctions driven.
The largest number of debris points was identified in Kapra Circle, in 137, and sanctions were imposed in 102 instances, totaling up to ₹ 5,52,500. UPPAL continued very close with 114 debris points and 58 cases of penalties, totaling up to ₹ 3.38 Lakh.
Only in the month of January, the corporation obtained ₹ 14.25 Lakh through the imposition of fines by illegal discharge of the construction and demolition waste (C&D waste) in several circles. The respective city -attending planners identified a total of 333 debris discharge points in the 30 GHMC circles, among which in 207 cases, the offenders were identified and sanctions were applied.
The GHMC Commissioner, K. Ilambarithi, has issued instructions to all city -attending planners to display its urban planning staff in the field to work together with sanitation personnel and identify the debris points. Once a spill point is identified, the personnel will seek in the town the ongoing construction work and will concentrate on the offender. In the event that the construction is by GHMC or in any public works department, the fines must be imposed on the contractor.
Urban planning staff also received instructions to maintain an open eye for ongoing constructions and how builders are eliminating waste. All ACP and municipal planning supervisors have received instructions to carry out awareness of C&D waste management in GHMC.
The GHMC has four recycling plants respectively in Jeedimetla, Fathullahguda, Shamshabad and Thumkunta to receive the city’s C&D waste and process it. A rate is charged between ₹ 405-435 per ton of the waste generator towards transport and processing costs.
